ABSTRACT
Motorcycle theft is one of the frequently occurring crimes that receives significant attention in society, including in Karanganyar Regency. Motorcycles serve as vital transportation means for a majority of the population in this area, not only facilitating mobility but also holding significant economic value. This research aims to (1) Describe the effectiveness of the police in handling motorcycle theft cases in the Karanganyar Regency area, (2) Expose the obstacles faced by the police in handling motorcycle theft cases in the Karanganyar Regency area. The research conducted is normative legal research. This research was carried out in the Karanganyar Regency Police Region, namely Karanganyar Police Resort. In normative legal research, the data used consist of secondary data which include:
a. Primary legal materials: 1) The 1945 Constitution of the Republic of Indonesia;
2) the Indonesian Criminal Code (KUHP); 3) the Indonesian Code of Criminal Procedure (KUHAP); 4) Law of the Republic of Indonesia Number 2 of 2002 concerning the Indonesian National Police. The secondary legal materials include legal facts, doctrines, legal principles, and legal opinions in literature, journals, research findings, documents, newspapers, the internet, and scientific magazines. Data collection techniques in this research used two techniques, namely library research and interviews. The data obtained in this research were analyzed qualitatively, which involved understanding and systematically organizing collected data to gain insights into the problem or situation under investigation. The research findings indicate that (1) Based on the data and interview results, it was found that the effectiveness level of resolving motorcycle theft cases by the Karanganyar Police Resort can be measured by the percentage of case resolution exceeding 50%. This indicates that the process of uncovering motorcycle theft cases at the Karanganyar Police Resort is deemed effective as it involves various investigation and prosecution stages. (2) The obtained obstacles are as follows: (a) Lack of Human Resources, (b) Lack of Facilities and Infrastructure, and (c) Disrupted information networks.
